Отказ платежа
Payment Decline
Payment decline is a situation where a transaction fails authorization: the issuing bank, acquirer, payment service provider or anti-fraud system rejects the charge or top-up.
What is Отказ платежа (Payment Decline)?
A payment decline occurs when a request for a charge or top-up is not approved at the authorization stage. The decision may come from the card issuer, the acquirer, the payment service provider (PSP) or the merchant's internal anti-fraud system. The customer sees an error, and the merchant receives a response code.
## How it works
The transaction passes through a chain: the merchant sends the request via a gateway and the PSP, the acquirer forwards it to the card network, and the issuing bank checks the card, balance, limits and account status. Each participant can return a decline with a response code standardized under ISO 8583. For example, an insufficient funds code, a 'do not honor' code and an invalid card number code point to different causes and require different actions.
## Hard and soft declines
A hard decline is a permanent reason: the card is closed, stolen or the number is wrong. Retrying makes no sense. A soft decline is a temporary reason: insufficient funds, a limit exceeded, a bank-side failure or a required 3DS confirmation. Such transactions sometimes succeed on a later retry or with different parameters, but aggressive retries can damage the merchant's reputation.
## Where it appears in high-risk verticals
In fintech and payments, declines are common with high-risk MCCs, cross-border charges and new merchants with no history. In gambling and betting, declines are often linked to banks blocking the gambling category and to enhanced verification requirements. In nutra, declines are often triggered by the product description, its subject matter and complaints, which can lead to descriptor blocking and a rise in chargebacks.
## Impact
A high decline rate lowers conversion, increases customer acquisition costs and worsens processor statistics. Declines can also signal elevated risk to banks and PSPs, leading to limit restrictions, reserves and, ultimately, contract termination. That is why analyzing decline causes is part of operational control, not just a technical task.

FAQ
How is a payment decline different from a chargeback?
A decline happens at the authorization stage and means the charge did not go through. A chargeback is a dispute of an already completed transaction, raised by the customer or the bank after the funds have been charged.
Can a declined payment be retried?
For hard declines, a retry is usually pointless. For soft declines, a retry is possible but should be spaced out and capped, otherwise it may look like card testing.
Who most often declines a payment?
The decision may come from the issuing bank, the acquirer, the PSP or the merchant's anti-fraud system. The response code indicates the reason, so it is important to log and analyze it.
